OPA and OPM
OPA is FREE
OPA (Online Proposal Appraisal) is an open-source software application. The application and source code are available free-of-charge under the General Public License. It has three code streams: OPA-CFM (COLDFUSION-based), OPA-PHP (PHP-based), and OPA-JAVA (JAVA-based). These reference implementations are available and can be downloaded from here
OMOLI, Inc. is the author of the Java code stream implementation (OPA-JAVA) using the following technologies:
- MySQL
- Java (tm) 2 SDK, Standard Edition
- Java Web Services Developer Pack Tag Libraries
- Apache Tomcat 5.x JSP/Servlet container
If, on your own, you can download OPA-JAVA, install, and deploy it successfully, you probably do not need our services. Unless you need customization or developer training or coordinator/reviewer workshops.
OPM is NOT FREE
OPM (Online Proposal Management) is a series of add-on modules and customizations of OPA-JAVA. A fee-based commercial license is required. The license entitles licensees to receive fixes and updates without charge. These fixes and updates may not be reflected in OPA under the GPL license.
Add-on Modules
The following add-on modules are not (yet) in OPA-JAVA but in OPM:
- Time Tracking/Timesheet Management
This module implements the customization for contractor and reviewer time tracking processes. Reviewers are able to record on a daily basis how much time was spent reviewing each proposal. Contractors are able to record on a daily basis how much time was spent on projects.
- Funds Disbursement Schedule
This module implements the timetable for the disbursement of grant funds. After a proposal has been approved and the amount approved is known, a schedule is maintained of what amount is to be disbursed at what time. Along with this is the ability to track if and when it was sent, what amount was sent, the check number, etc. This record will help future interface to accounting systems.
- Mailing Lists Management
This module implements a more comprehensive, yet still simple, mailing lists management.
Enhancements
These are some of the enhancements in OPM which are not (yet) in OPA-JAVA:
- Chapters and Sub-offices can Use the Same System
Chapters can now be added to the system. Each chapter has the ability to customize almost all aspects of OPM (initiative, criteria, CFP, proposal, etc) within a single system.
- Standardized Classification of Grants
Grants can now be classified using a classification system developed by the United States National Center of Charitable Statistics. The name of the taxonomy is 'National Taxonomy of Exempt Entities (NTEE)'. Adopting the classification facilitates consistent summarization of data. For details: National Taxonomy of Exempt Entities
- Associate Reviewers with Multiple Chapters
A reviewer can be associated with more than one chapter.
- Avoidance of Conflict-of-Interest for Reviewers
OPM has the ability to record organizations to which a reviewer is affiliated. This satisfies the need to avoid assigning reviewers to proposals from organizations they are affiliated with.
- Limited Audit Trail
OPM has the ability to record limited audit trail of changes to all data. (Who created the record; when was the record created; who made the last change; and when was the last change made)
- FAQ Displayed By Category
Frequently Asked Questions (FAQ) can now be assigned categories. Displays are now grouped by category.
- Ease of Identification of Applicants
OPM has the ability to identify applicants who have made multiple applications. This is done by the maintenance of a table of proponent/project leaders and a table of organizations who have submitted proposals, with the ability to associate an application/proposal with one or more applicants.
- Drop-downs are Now Language-Specific
Code (Reference) tables are now language-specific
